and you were close, except that the term means a Mexico City native (born there, raised there), regardless of were he/she later goes to reside.
it is more of a despective term than anything else because chilangos have a rather bad repute around the country and thus, a very negative effect on people from the rest of Mexico.
there are many versions of the origins of this term -- as used with those people -- even some that say it is a word based on an old nathuatl indian dialect. Most of it is plain bullshit.
what actually happened is that, around the 1930's when the first federal "highway" was opened between Mexico City and the port of Veracruz in the Gulf of Mexico, Mexico City inhabitants began to treek to that port en-masse during holidays and weekends.
so man descended into the port in a small period of time that they overwhelmed both the housing, food, sanitary and other faccilities to the point they would sleep in the parks, beaches, even cars or wherever and make their personal neccesities anyplace they wanted. Obviously, the port residents began seeing them as a plague (there were some memorable fights between residents and these people when the first tried to stop them from coming into the port) and someone began calling them "chilangos" which was a very voracious little local fish, kind of a sea locust. The term stuck and the rest is history.
over in the area where I move (the Mexico-US border) they are not liked at any rate and, if a chilango moves here for any reason, they prefer not advertise the fact they are so by fear the locals with give them a hard time. Crazy, just crazy.
